There was no random chance involved with that, at least not with the initial setup. He was banking on an inevitability, for the reasons already outlined.
If it's the same for him then my theory is that, despite a knowledge of the possibility of return, there's still a disconnect in having it applied to you, and that's a general "you", or people you're close to. Alongside that is a possible lack of investment in whatever belongings may exist in this world. There's only so much that can be set up in the time you've been here, and little of it will have any real emotional attachment.
So, what I think the most likely happened is that Loki either didn't expect to be ported out and hadn't prepared for it, or, and this is the big one, he just didn't care to safeguard anything.
If he lost his phone, what would he lose when he comes back? How hard will it be to replace?
I didn't say it needs one, only that we have opportunity and it might not be a terrible idea. If "he's Loki" isn't reason enough, then obviously that opportunity isn't being taken.
There is a very big difference between "seeing Loki" and "getting Loki's phone away from him long enough for me to install a tracking device, then returning it without him noticing." We aren't going to get this opportunity again.
One of these people manipulated the Hood into his capture following the Siege of Asgard. The other was running with the Hood at that time and was caught in the same arrest. I mean, really. The Hood.
I'm telling you, you're using small-fry as your basis of comparison here.
That's what I was asking you. We have the opportunity, it is not one we're likely to get again. Though "volatile" may be exaggerating the degree, he is unpredictable. Sometimes that can be mistaken for flakiness, and knowing where is is when we need him could be beneficial.
I'm asking you if it's a good idea because sometimes I need a second opinion instead of just pursuing every idea that pops in my head. If your answer is no, just say no.

But the time is most definitely the important factor here.

How many people do you know that have ported out like this? That you personally spoke to, not just heard about.

But I can put an actual tracker in his phone.

Tampering with his phone or not, trustworthy or not, do you really think it's a good idea to bug Loki's phone when he could be potentially volatile?

So, the answer is definitely no.
